I asked as while searching the 1870s Directories for John Hayward, I recall also spotting a Charles Hayward, a shopkeeper/grocer in Flaxley so not too far from Newnham etc. However searching him on LDS/FamilySearch I see that he was probably the different man albeit of same name and birthyear born at Littledean Hill.

HOWEVER, while on LDS I found this group which may possibly help you, ties in with the Directory entries posted earlier;
