The Marriage Certificate states that Nellie's father is Arthur Browning and an ex collier.

As stated in my earlier post Nellie Cutler died in 1936:

CUTLER, NELLIE GERTRUDE 39
GRO Reference: 1936 S Quarter in HENDON Volume 03A Page 357

and given the Electoral Roll tells us that Frederick Thomas Cutler had returned to live with his parents in 1937 there is little doubt in my mind that this is your Nellie.
