The Littledean Petty Sessions of August 1897 as reported in the Forest of Dean Mercury: 'Henry Playsted, landlord of an off-beerhouse at Brains Green, Blakeney, was fined £10 and costs, on the 18th June 1886, for selling intoxicating liquor to be consumed on his off-licence premises. The circumstances of this case were of a bad character, inasmuch as the men who purchased and consumed the liquor were found by the police in a helpless state of inebriation.’

Does anyone have any knowledge of an alcohol off sales facility, as above?
There is reference to it in a Littledean Licensing Notice ( dated 1887 ) whereby Henry Playsted applies for a license to sell alcohol on his premises.
