Hi Gilly,
from the extensive Parish Records on this site there are several Hubert Teagues but none born 1860. However there is one Eubert listed and he's born 1860. Parents as below. No other PRs though under name Eubert.

Its interesting to see the note re confirming spelling of name, presumably this was the Minister's note ?. I suspect it has been misspelt as Hubert elsewhere though ?.

I've found a Baptism record dated 1886 Feb 22 for a Mary Teague, daughter of Hubert(Collier of Blaina, Monmouth) & Charlotte; is this the Hubert you also mention ?.
