Having wasted my time (albeit very enjoyably) looking thro some photo books it was under my nose all the time, oops!. This photo (from this website!)shows the Royal Union hotel so indeed it is up the High Street on what is now the Triangle about where the Miner Memorial is.

Now trying to read the shop signs opposite I see Burgham.
When first Googling Union earlier I found this website
http://www.burgumfamily.com/pages/pl%20flaxley.html

Therein is "Drew, Ambrose - grocer and provision dealer, and Royal Union Stores, Cinderford"
which you'll recall from your post above.

So, in a complete change of direction, I now wonder if the stores maybe had a Jones proprietor at some point ?.

PS
Re there being four Co-op branches, I gather the Cinderford Bridge store was their first Cinderord Branch and was most probably still trading c1910.
In addition re this photo

the Tilleys Book reads
"It was once written Cinderford was a network...with shops of the Co-operative class, where boots and bacon jostle side by side,
In this part it was true, the shop on the right [thats the one with the large signwriting on it's end wall] is the No 2 Branch, Milliners & Clothing. Beyond is the Town Hall, now in their hands [New No 1 Branch?] and on the other side of the road is No 4 Branch".
