Searching 1851 Glos Census for WHITEHOUSE (General)
Re the 1851 Census, the Glos FHS version gives a little more detail as below. The whole County Census only shows two Mary Whitehouses, one of which is clearly not ours, leaving;

So a household of Staffs then Hfds watermen, including a young grandson Jacob Whitehouse.
He becomes a Boatman himself not surprisingly, and his father is a Richard Whitehouse, Boatman, perhaps born c1840s.

Returning to the 1851 Census, the only other Whitehead household is perhaps not directly linked (altho has Midlands/Staffs connections and is on the Wye..), the same Lydbrook tinplater's household as MPG mentions.
