Do you have William and Elizabeth Ann's place of residence at the time of their marriage ?
"Hampstead" in your post threw me at first. Should it have been "Hempstead" ?

You may already have this information but on the off chance you don't, using clues in the 1851/61 Census for Elizabeth Ann Powell where her place of birth was given as St. Nicholas one census and Westgate Street in the other Census.
St. Nicholas Church is located on Westgate Street Gloucester.
The Parish register of baptisms has an entry for 15th July 1785 where Elizabeth Ann, daughter of Thomas and Mary Taylor was baptised.

Re William Powell. Since he appears to have disappeared from records after 1828 when he was recorded as a Gamekeeper living at Whippingtons Brook Staunton, there is a William Powell who was listed in the Register of Prisoners in the Gloucester County Gaol at the end of 1841. Sentenced to four months Gaol for handling stolen goods. Age was given as 57 and place of residence was "Rofs" ??
although the handwriting is hard to read.

Some trivia for you re William Powell.
At the time of Baptism of his sons Absalom in 1828 and William in 1824, he was recorded as being a Gamekeeper. In the 1828 entry his residence was given as Whippington's Brook.
Whippington's Brook is located just to the East of Staunton in Mailscot Wood, just South of Coalpit Hill.

The next piece of trivia is probably a long shot but the Gloucestershire Tithe Apportionment Data Base has an entry for William Powell
around 1840-1844 where he was the occupier of a cottage and garden, plot no. 134, owner Edward Rosser, 2roods 38 poles?. Location Staunton near Coleford.

On the 1824 Baptism record for son William, father's occupation of Gamekeeper and residence of "Knockall"
This most likely refers to Knockalls Inclosure, a wooded area just Southwest of the village of Staunton.
Ordnance Survey maps from the 19th Century do not show many buildings in the Inclosure but there is "Knockalls Lodge" which is mentioned in records. There are still buildings on the site when viewed on Google Earth as well as what looks like a soccer pitch.
If you look at Google Earth there is a very large quarry and just to the West, amongst the woods is the Lodge.

From the date of William and Elizabeth Anne's first child in 1814 through to Absaloms baptism in 1828 the family didn't stray very far.
Whitecliff,Coleford,Knockall and Whippington's Brook are in the same general area.

(a) There is a post with a number of replies on the subject of "Hempstead". posted 3rd Dec. 2018. There are interesting replies dealing with marriages including Littleworth where William and Elizabeth Anne were living at the time of their marriage.

Following on from William Powell (the father) being recorded as being a Gamekeeper and residence at those occasions being in "Knockall" and "Whippington's Brook", both either side of the village of Staunton, Gloucestershire Archives have a couple of Records which i believe refer to your William Powell. (Reason being is that the areas mentioned in the archives are very, very close to Staunton and the years work as well)
Finding References for both are O/SO/12 (Part )

The first reads " Deputation to William Powell to act as gamekeeper for Staunton by the Right Honble. William Huskinsson Wm Dacres Adams and Henry Hawkins Esqrs. Commrs. of His Majesty's Wood Forests and Land Revenues, Lord of the Manor, made 7 June 1820, registered at Quarter Sessions 14 July 1820."

The Second Reads "Deputation made to William Powell to act as gamekeeper for to preserve Game over the Hundred and Manor of St. Briavells and the Manor of Newland by Wllm Fitzhardinge Berkeley claiming as of right to be Earl of Berkeley, Lord of the Manor, made 1 January 1821, registered at Quarter Sessions 5 January 1821".

Doesn't help with taking your family back in time but does provide some detail of at least almost a decade of his life. There is quite a lot of information on the web dealing with the Manors and the Earl of Berkeley.
