Where would an extraparochial place be? (General)

Beach family certainly figures a lot in Parish Records in Gloucester County Records at Gloucester. I saw them when researching my own family. My focus was All Saints Newland and surrounding parishes. Bream, Coleford and Clearwell which were originally chapels of ease for Newland, later parishes in their own right. Bream 1813 for instance
Would this mean Bream, Coleford and clearwell would be considered an extraparochial place until they became parish in their own right?
