Looking at Ancestry and death Index - Fanny Sophia BROWN's birth date is given as 11 September 1890. - died June 1989 Gloucester.

1891 Census , Coleford
Bakers Hill

Elizabeth HAROBIN (? transcribed as) age 56, Charwomen, born Newland, Glos. (nee MORGAN married Geroge HORROBIN)
Lizzie, daughter single, 22 - born Newland, Glos.
Fanny BROWN - child at Nurse, 7 months - born Monmouthshire Union

?did Fanny's mother 'die in infancy' - hence having a 'wet nurse'?

May be Monmouthshire Union records would give some answers
