Scatterford Toll (General)

Does anyone know anything about Scatterford Toll, Clearwell? My GGG Grandfather, John Edwards, was the toll house keeper on the 1851 census. His wife and son were living separately in Clearwell village. Would he have been at the toll house overnight in order to have a separate census record from them?
