Orphans Whitecliff area early 1800s (General)
As MPG says that's the best website by far to learn about all the UK Workhouses, it's full of very interesting stuff. At the end of each Workhouse entry it states what records are held and where.
The Forest area was "served" by a few Gloucestershire Workhouses including Newent and Westbury on Severn on the eastern fringes. However in this instance I think Gwent Archives at Ebbw Vale is your best hope, ref Monmouthshire Workhouses, altho it may still be worth contacting Glos Archives too.
I say this because in the very early days there was a Workhouse in the Coleford hence Whitecliff area, this old thread refers.

I think that by the 1830s, the time you're interested in, this had been replaced by the Monmouth Workhouse a few miles west. There are some interesting historical accounts which mention Coleford here

There was another Monmouthshire workhouse slightly further down the Wye at Chepstow, which may also be relevant, see

As I'm sure you know these Institutions were included within the Census' from 1841 onwards so your ancestors may be shown there. Similarly the PRs often give references to these places if a person is born or died therein.
