Trying to find Rhoda Cooper of Cinderford in 1891 UK census. She is in 1881 census, aged 6 and waa deceased by time of 1901 census. Married in 1898. Any ideas?

Not sure as yet, why I can't find Rhoda COOPER on the 1891 census on Ancestry…
