in the 1891 census he is shown as a bakers assistant he was living at elm cottage pilly village . is there any chance I can find out where the bakery was

If you look at the census image there is a William Portlock age 30 (a Baker) living two doors up from Harry. Whether this is his home or business I cannot tell!

William PORTLOCK, a journeyman baker, was summoned for delivering bread without a beam and scales..........Mr JACKSON said he had known Mr BUCKLE, defendant’s master, to be a straightforward, honest man, and believed it to be an omission on his part........
Maybe both William and Harry worked for Mr BUCKLE in Bath Road,

Old Bath Road runs right next to what was once described as Pilley Village (and might still be) in Leckhampton, Cheltenham. Modern Pilley Lane joins Old Bath Road.
