Lloyd George Survey of Land Values (General)

A simple question, maybe, but I can't find the answer.

Exactly what date was used to record who was living in a property?

As far as I can tell, the actual survey took several years so was the occupier in 1909 recorded or was it the occupier at whatever time the survey was carried out?
