Robert and Anna Shorney (General)

Can someone help me with this puzzle. The 1871 census shows Anna Shorney living with her parents Edward and Sarah Jones. The 1881 Census has her and her son Albert living with them.

Parish records show that Albert John was born to Robert and Anna Shorney on 27th April 1871 and baptised at Chepstow Beulah Independent on 28th May 1871. HOWEVER, there is also a son, William Frank who was baptised at Tutshill on 5th May 1871 whose parents are Robert and Anna Shorney. On both records Robert's occupation is "baker", his address is Bristol on William Franks but no address recorded on Alberts.

My initial guess was that the boys were twins and perhaps William was baptised three weeks before Albert because he was not going to live. But.............
there is no record of a burial for William. There was no marriage between Robert and Anna in this area either - perhaps they met and married in Bristol?
