William Matthews born 1838 in Cinderford (General)

My ancestor William Matthews is listed on census as being born in 1838 in Cinderford. I cannot find any record of this - can anyone help. He was employed later in life in Gloucester as a brewer to Horton Road Mental health Asylum!!!!
