Could you please confirm that it is Mackert Hall you are seeking information about or is it possible that you mean Market Hall? Some context where the reference to the hall occurs would help.

I can only find one small reference on the web for either Market hall or Mackert Hall in Lydbrook.

in 1873 a market hall was built at Lydbrook to stimulate trade in cattle and corn from higher up the Wye Valley.
