Funny place, Monmouthshire. I was born there and didn't know I was "Welsh" until I moved away. My mother was born there and would assert that she was English and most definitely not Welsh. Her mother was born in Ebbw Vale but her family was Thomas from FoD. I'm regarded as English when I'm at home and Welsh when I'm away.
I wouldn't get too hung up on people moving from England to Wales - there's no border and unless you cross via the Severn bridge the boundary is pretty blurred.
