I'm 60% sure that Starcross is what it says - its a "poor" transcription of the Census data.

transcribed as in Breconshire [!] rather than Devon in
1851
Ann Danes abt 1800 Starcross, Breconshire, Wales Head Newland, Gloucestershire


The modern parish of Starcross was created in 1828 from parts of Kenton and Dawlish.


However the other 40% of me goes to :-

Ann Dance abt 1800 Stockinham, Devon, England Mother-in-law Newland, Gloucestershire

STOKENHAM, or Stockingham, a small pleasant village, 5½ miles E. by S. of Kingsbridge and near Torcross !


... and I should say the more I look at this, the more I favour Torcross !!

Looking in 1841 & 1851 cencus - established PEPPERELL familes are certainly in the Stokenham/Torcross area.
