"Before Hardwicke's Marriage Act of 1753 there was no lower legal age of marriage, except during the 1650's when it was 16 for men and 14 for women. In 1753 it was fixed at 14 for men and 12 for women and remained at that until the Age of Marriage Act 1929 when it was raised to 16 for both."

As well as the legal limits given by Slowhands, under-age (as opposed to "full") can also mean that the person involved was under the age of 21 so permission to marry would be needed from a parent.

One source gives this explanation:

The certificate lists the date of the marriage, and the full names of both the bride and groom. Their ages are included (it is also permissible to write “full”, meaning of age, and until 1850 some 75% of certificates said that; if the certificate reads “minor” or “under age”, it means that, until 1929 when the law changed to 16, the bride was between 12 and 20 and the groom 14 and 20 years of age).

Lord Hardwicke's 1753 Marriage Act, made it illegal for those in England under the age of 21 to get married without the consent of their parents or guardians.

The consent requirement was repealed and replaced in July 1822, and an act in July 1823 restored the pre-1753 rule of Canon 100. In effect, therefore, from 1823 the age at which a couple could undergo a valid marriage, even without parental consent, reverted to 14 for boys and 12 for girls.

The 1929 Age of Marriage Act made all marriages void from 10 May 1929, if either partner was under the age of 16. The legal age for marriage remained at 14 for boys and 12 for girls in the Republic of Ireland, until 1st January 1975, when it was raised to 16.
