If you haven't seen them already there are a number of reports in the Exeter and Plymouth Gazette, The Western Times, The Gloucester Journal and The Western Morning News which mention, sadly, the tribulations of an Oliver William Bowdler or Oliver Bowdler. These include a failed business, a divorce, a fine and a compensation case for a Dennis Bowdler.

I don't know for certain if they refer to your Oliver but it seems possible. I would be quite happy to transcribe them if of interest although it may take me a while.
