<content:encoded><![CDATA[<p>You are going down the same track as I am. Thank you for your help. The two Howard James have seperate record numbers in Free BMD.</p>
<p>I have thought about the fact that the date in my grandmothers book is incorrect but surely she would have known.</p>
<p>I have decided to ask for the birth certificate of the William Howard born in Westbury so when that arrives it may solve some issues.</p>
<p>It is just strange that no one knew of him as Charles even till the day he died. On his tombstone he was named William Howard.</p>
<p>Thank you to anyone who has helped with this. And hopefully I will have an answer.</p>
<p>It still doesnt resolve the question &quot;Why wasnt the William Howard entry in the Forest of Dean site&quot;. Or is Free BMD wrong? We will find out. Terry James my cuz is helping me also. Thank you</p>

<title>Birth Marriage and Death Registration Quarters (reply)</title>
<content:encoded><![CDATA[<p>Centralized government registration of births began for England and Wales in July 1837. Parents were required by law to register the birth of their child within 42 days (6 weeks) of the birth.</p>
<p>The BMD indexes are divided into four registration quarters for each year. So, the March quarter contains events registered in January, February and March, the June quarter includes events registered in April, May and June and so on for September and December. </p>
<p>Note that it is the date when the event is registered that is recorded in the index, so if a child was born in December but not registered until January, they would appear in the March quarter of the following year.</p>

<title>William Howard JAMES born 1888 (reply)</title>
<content:encoded><![CDATA[<p>There is a WALFORD family tree on ancestry which lists a Charles William Howard JAMES born 22 February 1889, East Dean and died 6 January 1944, Lydbrook.  Does the death information match with your subject?</p>
<p>Perhaps you could contact the tree owner, and try to establish how accurate his or her information might be.</p>
<p>The birth doesn't match with the &quot;birthday book&quot; entry, but does match with the birth register.  I think the birthday book is more likely to be inaccurate.  Those same two parents can't have had two children born 2 1/2 months apart.  </p>
<p>Well, it is possible with today's medical science if they are able to intervene with a premature labour, but in 1888-1889 I shouldn't think it very likely, and if it did occur I would have thought the chances of survival for the December birth would not be particularly high.</p>

<title>William Howard JAMES born 1888 (reply)</title>
<content:encoded><![CDATA[<p>I do have the census records. But there is a confusing Charles Howard James birth with the same parents. At first I thought it was him but since realised he may have had a twin. Is it possible that Charles was the twin and died before the 1901 census.</p>
