I have received an email which suggests that the family being sought is this one from the 1851 Census:

William WILLIAMS married Hannah RUCK at Cheltenham St Mary by Banns on 9 May 1831 and not 1839.

The following entry is from the IGI:
16 December 1804 Hannah RUCK baptised at Whittington. Parents Thos. RUCK and Hannah.

It would appear that Thomas remarried as follows:
28 August 1823 Thomas RUCK, widower married Elizabeth HAWKS by Banns at Whittington.

The IGI informs us that his first marriage to Hannah CROWDER took place on 16 July 1801 at Whittington.

Thomas and Elizabeth were in Cheltenham in 1851:
