A large portion of the Forest of Dean comes within the Monmouthshire Registration District, both Newland (Mon. Dist.) and St Briavels area (Chepstow Dist.) are included in their set of Monmouthshire 1861 Census C.D's.

"Lydbrook" straddles East Dean and West Dean, and often English Bicknor....
Example
In 1861 Lydbrook Hill is to be found in East Dean Gloucestershire:-
Registration district: Westbury On Severn
Sub-registration district: Newnham
District: 14

GLOUCESTERSHIRE 1861 CENSUS(Reference #C1861GLS)
this should cover East Dean..... and as Malnor say you'll probably need Monmouthshire for West Dean !

All that part of the Township of West Dean comprising Carters Piece Meend Achorberry and that part of Lydbrook situated on the West side of the Turnpike Road leading from Coleford to Lydbrook.
Enum. Dist 21
All that part of the Township of West Dean comprising Worrall Hill, Vallets Inclosure, Cammomile Green, Newland Bridge and that part of Lydbrook situated on the East side of the Turnpike Road leading from Coleford to Lydrook.
I don't believe that the Monmouthshire 1861 Census has been produced by Rod Neeps Archive CD's as yet.
