I'm not local to the Forest (I live in Kent) but last year I visited Cinderford St John's to look for the graves of some of my ancestors.

I didn't investigate the existence of any plan prior to my visit so I can't help on that score. I imagine that a phone-call or email to the vicar or churchwarden would be the best way to find out. The first thing to bear in mind, of course, is that a burial register entry doesn't guarantee that a headstone was ever erected.

Many of the graves in the churchyard St John's were in a poor condition: either they had broken / fallen down, or else the fresh Forest air meant that they were liberally covered with lichen and almost deciperable. It was worth the visit though, as I found the grave of my 2x great-grandparents, along with a couple of other more distant ancestors.

If you do visit then please be careful walking around: the fallen stones, long grass and somewhat uneven ground make it quite challenging underfoot.
