Another source of information to find publicans are the old Trade Directories.

eg

"Mrs Susannah Skinner" is listed at the Railway Inn within the 1876 Edition of Littlebury's Directory and Gazetteer of Herefordshire, Lea (Upper and Lower).

(Probably best opened in new tab or window).

William CHINN is listed as;

"Railway Inn" in the VERY brief entry for Lea in Kelly's Directory of Herefordshire, 1885. See page 104 (or 1191 of the index).
http://specialcollections.le.ac.uk/digital/collection/p16445coll4/id/112640

"Farmer, innkeeper of Railway Inn, and Assistant Overseer" in Jakeman & Carver's Directory of Herefordshire, 1890. See page 463 (or 483 of index).
http://specialcollections.le.ac.uk/digital/collection/p16445coll4/id/285208/rec/5

"Farmer and Assistant Overseer" in the Kelly's Directory of Herefordshire, 1913, but James Hawker is at the Railway Inn. See page 130 (or 144 of index).

NB: when searching or changing pages within this site, please be patient and wait, it can be a little slow to respond.

----

The Railway Inn is not mentioned by name within the entry for Lea in the Post Office Directory of Herefordshire, 1856, perhaps because the station (Mitcheldean Road) had only just opened when this Edition was being prepared ?. However the entry for "Mary Ann Dowding (Mrs), beer retailer" MAY refer to what became the Railway Inn ??. She's not at the Crown Inn as a John Lodge is listed there.
Also listed is a "John Skinner, cider retailer, Cruse Farm". This could be Susannah Skinner's husband, see my other post about her.
See page 57 (or 64 of index of the whole book).

It seems that Mary Ann Dowding is probably not at the Railway, or at least not as a live-in tenant, as her address is given as Lower, not Upper, Lea.
