Does anybody know what year Westbury Workhouse closed down and if there are any records for inmates, particularly after 1901.

If the Westbury Workhouse "served" these parishes:
County of Gloucester: Abinghall, Awre (2), Blaisdon, Bulley, Churcham, Flaxley, Huntley, Littledean, Longhope (2), Minsterworth, Mitcheldean, Newnham (2), Westbury (3).
Later Addition: Hinders Lane and Dockham (1858-84), then,
what workhouse "served" the parishes in West Dean, particularly Newland?

depending on the dates then
most likely the Monmouth Workhouse
http://users.ox.ac.uk/~peter/workhouse/Monmouth/Monmouth.shtml
and some in the north of "West Dean" were no doubt served by the
"Ross Union" Workhouse ( or the Ruardean parish workhouse)....
http://users.ox.ac.uk/~peter/workhouse/Ross/Ross.html
and those over near Tintern / Chapel Hill were served by Chepstow
