Thomas WHITTLE miner, Cinderford buying a house?

I'm wondering how many miners were able to afford to buy their own house around 1881-1891?

Mike has miners on both sides of his family who have bought property, but these have been small terraced houses. would a Banksman like Thomas WHITTLE be able to buy a semi-detached stone built house on Belle Vue Road, Cinderford?

we don't know what pit he worked at and we are trying to work out how he got enough money to buy such a house.

thanks in advance for any help given
