my understanding is the England and Wales are treated as England ( I can hear the crys already)

Scotland and Ireland are pretty clear, but Foreign means subject of a Foreign state rather than a British subject born abroad.

Think about the Union Jack, St George,St Andrew and St Patrick, and the state of the Union in 1841....

The enumerator's directions make no mention of Wales or a tick in this box.

On the right hand column of the form there is a column "Whether born in Scotland, Ireland or Foreign Parts". Does Foreign parts include Wales? I have a relative I am trying to find a birth for and in the census there is an "n" for not born in this county and a tick in the final column. On others an I or S indicates Ireland or Scotland. Unfortunately he died before the 1851 census.
