The nearest I could get to it matching the information you provided was an advert for " Watts Library Coleford" from the Royal Forest of Dean Official Guide 1930s.

An ancestor of mine, John W. Watts, owned this property, among others, in the late 1800s. Can anyone give me a reference to the photograph as I haven't been able to find it again
and would like to print it out.
