Richard Holder burial 1874 Cinderford

Richard Holder married Martha Hannah Birt in Berkeley in 1845. They lived in Cinderford and according to Cinderford St John's transcript he died and was buried on August 16th 1874. I have seen the headstone in the churchyard stating he died on August 15th 1874. GRO cannot find a registration of death for this event for my records. I am assured the minister needed to see a death certificate before the burial. Does this mean the death was never officially registered or what? Any info gratefully received.
