UPDATE - Pleased to see Slowhands has added to his original post while I was typing the above post. I also saw the possibility Florence and Edward Jones were in Bedwelty district, which includes Abertillery - I was helped by my finding this 1911 census record for her widowed father Noah living with her brother Sydney. I'm sure Slowhands will soon find them in the 1901 census as well.

Given her young age to be a "visitor", I suspect Ethel BALDWIN may be a relative ?
Or maybe they're just minding a neighbour's child at the moment the census official called by.

FreeBMD tells us Noah's wife Charlotte passed away in 1908;
