No problem with South Wales Borderers. If you have the right man and it looks as though you have, he may have been working in Monmouthshire when he volunteered? Although the Army was territorial in WWI, there were lots of anomalies. My grandfathers sisters son and step-son were Staffordshire Regiment. They were killed within weeks of each other in 1915. They are recorded on the Lydney war memorial. Perfectly logical reason for it. Father was a Prudential Assurance manager and got moved around. In 1914 they were living in Staffordshire but in 1915 were back in Lydney.
