Smallpox Hospital? (General)

Hi

I have Arthur John Howell, born to Evan (b 1874) and Elizabeth (b 1876) in 1908..
I have the family on the 1911 census at Broadwell, but Arthur is missing..
As I know, from family stories, that he had health problems all his life and dies in 1930 at the age of 21, it occurred to me he may be, if not with other relatives, in an institution somewhere. I have found an Arthur Jack Howell b 1908 in the Smallpox Hospital in 1911, so wonder if this could be him.

Has anyone heard of this institution before, are there likely to be records?
not sure if he is mine, as I know he was born at Broadwell, and place of birth is down as Bristol. Would like to check records if possible.
