Yes, I can't fault your logic, if he says that's his birthplace then your suggested parents seems perfectly likely to me, well done sir.

Re Charles Hutton the hairdresser, he's listed in the 1856 Post Office Directory of Herefordshire. This is the oldest Directory for this area in the excellent Trade Directories site, hopefully this general link will work.

HUttons listed in this Directory include

"Henry Hutton, fishmonger & poulterer, Corps Cross St, Ross.

C.Hutton, Hairdresser, Gloster Rd, Ross.
