Marriage of Samuel Hewlett and Annie Morse (General)

I found the marriage of Samuel Hewlett and Annie Morse on the Free BMD site index:

Marriages Jun 1868
Hewlett Samuel Westbury 6a 389
MORSE Anne E Westbury 6a 389
MORSE Annie Westbury 6a 389

All the marriages for Parishes listed for Westbury covering this period are now on the FOD site and this one is not included. Is there a reason why I cannot find this marriage? Samuel Hewlett resided at Soudley or Cinderford and I believe that the parents of Annie Morse lived at Cinderford.

Any help would be appreciated.
