I found the marriage of Samuel Hewlett and Annie Morse on the Free BMD site index:
Marriages Jun 1868

All the marriages for Parishes listed for Westbury covering this period are now on the FOD site and this one is not included. Is there a reason why I cannot find this marriage? Samuel Hewlett resided at Soudley or Cinderford and I believe that the parents of Annie Morse lived at Cinderford.
Any help would be appreciated.

My suspicion is that the family are Non conformist and these "parish" records have yet to be transcribed or may have been lost ? Ruspidge Methodist Curch ?, however Annie's father seems to be the Publican at the White Hart?
Does the same apply to some of their children ?

Thank you Chris and Slowhands for the information. They may have been nonconformist as I know that some other members of the Hewlett family were nonconformist and lived at Bradleys Hill.
Samuel John Hewlett was the son of Samuel Hewlett who owned the White Horse at Soudley.
Also, I cannot find the baptism of William Morse (the father of Annie Morse) who was born about 1825 in Newnham (ref. 1871 census). Are there any Morse family researchers who have this information? He married Anne Clarke in Ross and later moved to Cinderford where he owned the White Hart.

Located to the south of Cinderford near the road to Ruspidge. The White Hart is still trading successfully. Over the last few years it has been a popular venue for live entertainment. A new restaurant has recently been opened. The pub retains a wonderful Stroud Brewery etched brewery window - almost certainly the only surviving example in the Forest of Dean. In February 1916 it was proposed that an old malthouse to the rear of the White Hart be used as a miniature firing range: 'not being provided for the use of customers generally but particularly for the benefit and use of the members of the Cinderford volunteer training corps'.
