does that mean their are no records or they havn't been checked yet?

It could be either of these, or they are all from outside the Forest


what was happening at that time to bring the two groups into the forest for work?

Agriculture, woodman or industry would seem to be the driver, Much Dewchurch is an argicultural area.

PS its about 15 - 20 miles from Dewstall to Newland so still pretty close :-)
