If you search the parish records baptisms you will find two Phillip Hatton's close to the year you mentioned, one in 1805 and the other in 1808.
You mentioned he was born in Glos. Are you referring to the city of Gloucester or the county of Gloucestrshire? It would help if you supplied us with more information so we can possibly find the correct person.

There are many people in the Forest of Dean born about the same time with the same name. What is needed from you is some information to tie to the correct Phillip. Where for instance did you obtain the information that he was born about 1807, was it a census, if so can you give us details of the census? Do you know the names of his wife or children or any of his siblings.

I have a Phillip Hatton born 1804 at Yorkley, Forest of Dean. He was the son of John Hatton 1780 and Mary James who were married at English Bicknor, Glos in 1804. Phillip was married to Esther Hall in 1830 at Brookthorpe, Glos and lived most of his life atg Newnham.
