Annie Evelyn MORGAN 1884 - Forest of Dean - context

Hi again Slowhands - In the 1911 census listing for Lewis George and Annie Evelyn Blackmore, there is a footnote 'probably with children'. Can you clarify that for me as I understood that they did not have children of their own so the children may be visitors and if so may be an important connection. I appreciate your valuable assistance.
