Eliza DOBBINS nee BALDWYN 1837 Gorsley (General)

Hi slowhands,
I wondered if you can help. For the last 2 years (on and off) I've been trying to 'kill off' my great, great grandmother Sarah Ann Dobbins (daughter of Eliza and Richard Dobbins) born 1865.
She went on to marry Walter John Higgins in 1886 (he sometimes used his mother's maiden name Robinson). I know for sure that by the time their daughter, Sarah Ann Higgins/Robinson (my great grandmother) married Andrew Shayle at Pauntley in 1921 her mother (Sarah Ann) was dead. She was missing from the Higgins family by the 1911 census (the family were then living with Walter's mother Julia Hannah Higgins/Robinson Postmistress at Poolhill Pauntley.
I cannot for the life of me find a death record for Sarah Ann Higgins/Dobbins/Robinson either singularly or in any combination around the right age or date.
All my research has been online so far.
I've tried both Gloucestershire and Herefordshire, Linton, Gorsley, Aston Ingham etc.
Short of trawling graveyards would you have any suggestions for where I look next.
No one in my research has posed such a problem and between us my father and I have got back to 1540 with one branch but Sarah Ann Dobbins will not Rest in Peace!
Your thoughts and advice would be most welcome.
