I have come across a reference in the will of Thomas Hatton of Tewkesbury 1678 to a place called Lipcutt. has anyone ever heard of it?

Probably a farm name or name of a local area rather than a town or village You could send a letter to the Tewkesbury Post Office (delivery) and they might still have the address surviving in some form.

Given the handwriting of the time and the best efforts of people to transcribe what they are attempting to read, I would say that's a very good bet for being the right place. FB
