There is a WALFORD family tree on ancestry which lists a Charles William Howard JAMES born 22 February 1889, East Dean and died 6 January 1944, Lydbrook. Does the death information match with your subject?

Perhaps you could contact the tree owner, and try to establish how accurate his or her information might be.

The birth doesn't match with the "birthday book" entry, but does match with the birth register. I think the birthday book is more likely to be inaccurate. Those same two parents can't have had two children born 2 1/2 months apart.

Well, it is possible with today's medical science if they are able to intervene with a premature labour, but in 1888-1889 I shouldn't think it very likely, and if it did occur I would have thought the chances of survival for the December birth would not be particularly high.
