By definition a "hawker" is a travelling salesman or pedlar, so it's quite possible they would have subsequently moved the relatively short distance to Ledbury from Coleford.

I'm unsure whether this Baptism is also their child or not ?

So from the above PRs we can see Samuel was born about 1860, as confirmed by FreeBMD site http://www.freebmd.org.uk/cgi/search.pl

Surname Given Name District Volume Page Transcribers
--------------------------------------------------------------------------------
Births Mar 1860
--------------------------------------------------------------------------------
PERRY Samuel Thomas Monmouth 11a 22 cazzie
Perry Samuel Thomas Monmouth 11a 22 colverstan

ie the Birth was Registered in the Quarter upto March 1860, at Monmouth, which includes West Dean hence Coleford area.

Searching GlosBMDhttp://ww3.gloucestershire.gov.uk/bmd/SimpleSearch.aspx
gives
Birth Details
Number of entries matching criteria entered: 1

Child Surname Child Forename Father Surname Mother Surname Mother's Former Name Year District Office Register Entry
PERRY Samuel Thomas PERRY PERRY STEVENS 1859 Forest of Dean Monmouth, Coleford 15 298

I suspect the actual Birth was late 1859, perhaps due to the busy December season, weather problems etc, such Births are registered a few weeks "late" at this time of year.

From the same site this looks like the parents Marriage;
Criteria entered: Groom Surname: perry, Bride Surname: stevens,

Number of entries matching criteria entered: 2

Groom Surname Groom Forename Bride Surname Bride Forename District Parish Building Year Register Entry
PERRY Samuel STEVENS Mary Forest of Dean Parkend St Paul 1859 1 440
PERRY Samuel FENNELL Mary Forest of Dean Parkend St Paul 1859 1 440

This suggests Mary's maiden name was Fennell but had been Married to a Stevens ?

Searching this FoD site's PRs confirms that Mary was a widow;
