This suggests Parthenia? was born c 1786 and looking at the IGI we find this entry:
18 June 1786 Parthena EMMS baptised at Withington. Parents James EMMS and Hannah.
Withington is not in the Forest of Dean but situated in the Cotswolds about 2 to 3 miles west of Northleach.

It would appear that Thomas remarried as follows:

The IGI informs us that his first marriage to Hannah CROWDER took place on 16 July 1801 at Whittington.
Thomas and Elizabeth were in Cheltenham in 1851:
