That's excellent work M !

Searching John's father "David J Smith born Pembroke aged 46" according to the 1851 Newland Census:

From LDS, these seem a very good fit for that David, but Sarah not Hannah ?

FOR 1861 LDS ONLY GIVES ME INDIVIDUALS NOT HOUSEHOLDS, I CANNOT BE CERTAIN IF OR HOW THEY ARE RELATED, BUT LOOKS POSSIBLE
??

The previous post shows David J Smith's spouse is Hannah in 1841 & 1851, and perhaps 1861 to it seems, but after that ???...
Could this be her, not a rare name but correct age and locality from this site's PRs ?

So allowing,

From FreeBMD:

Surname First name(s) District Vol Page
--------------------------------------------------
Marriages Jun 1862 (>99%)
--------------------------------------------------
Badman Sarah Monmouth 11a 65
Jordan Emma Monmouth 11a 65
Smith David Jones Monmouth 11a 65
Waters William Henry Monmouth 11a 65

Ditto GlosBMD:

Marriage Details
Groom Surname Groom Forename Bride Surname Bride Forename District Parish Building Year Register Entry
SMITH David Jones BADMAN Sarah Forest of Dean Monmouth Register Office 1862 7 13

And hence they're together in the 1871 & 1881 Census's shown above.

In fact they may well have been "together" in the 1861 Census too !

"England and Wales Census, 1861"
Name: Sarah Bednam

Residence County: Monmouthshire

As can be seen Sarah's quoted age varies thro the Census's, LDS gives a few possibles for her Somerset birth. Churchill is North Somerset near Weston Super Mud, so I prefer this:

It may be coincidence but historically this part of Somerset has many Romany/Gipsy links, cannot find a link so maybe "old", but I found this via a few travel guides;

Wheelwrights Working Museum and Gypsy Folklore Collection
Webbington Loxton, Nr. Axbridge
Somerset BS26 2HX, ENGLAND

Only a few years later travelling from Monmouth/Coleford area to North Somerset became far easier & quicker via the Severn Railway Bridge.

Hope this helps, clearly these people need more thorough tracing thro' the Census's (which I can't do) to prove or disprove the possible lines, especially given that Sarah & Hannah Smith are not rare Forest names.
