Indicating Shropshire rather than FoD in Glos, although not too far away and on the River Severn.

I know in more recent times PRs from Westbury On Severn (aka FoD Glos) have been "confused" with those from Westbury in Shropshire, could this be a smiliar situation, surely not ??

I don't have full census access but this maybe the source of the FoD link, again from LDS..
