To guard & respect the privacy of living people "recent" records are not readily available to the public, altho searching the Glos Archives and FreeBMD sites may help guide you as they do show births registered until the mid 60s or so.

Looking at the FreeBMD site for "Gloucestershire" and "Forest of Dean" Districts gives a few possible "hits".

I suggest your best plan is to write to the local newspapers which have much greater coverage/readership than this website, this prior thread will help.

That said, as you've probably guessed Richard Thomas is not a rare name in the general area, so you need to include as much extra background information as you possibly can, for example where/when you knew him.
