Where is / was Kempla Herefordshire? (General)

An entry on the 1851 census image gives a place of birth as Herefordshire, Kempla.

The writing is quite clear but arguably the final "a" could be "e" making Kemple.
The handwriting is that sort of script where "ss" was written a bit like "fs" so it could be "Kemssle" not "Kemple" or "Kempla".

There is no other letter "p" on the page to compare to, though there is an "ss".

I have been working for sometime that this must be Kempley, near Dymock, even though there is no indication of an extra letter "y" making Kempley on the image and Kempley to me is clearly in Gloucestershire though near to the Herefordshire border.

Was there another village that could be described as being in Herefordshire?

What is the name and age of the person you are looking at and where are they living - so I can look at the 1851 census.

GR gives at least five hits for people born in Kempla. Oddly enough these are all in 1851! One of them is,

1851 Weston under Penyard
Thomas PHILLIPS, Head, 45, Ag Lab, b. Heref. Kempla
Ann, Wife, 41, b. Heref. Upton
Winifred, Dau, 9, b. Heref. Weston
William, Son, 6, B. Heref. Weston

And then,

1861 Weston under Penyard
Thomas PHILLIPS, Head, 56, Ag Lab, b. Kempley, Glos
Ann, Wife, 51, b. Heref. Upton Bishop
William, Son, 16, b. Heref. Weston

I guess Kempley is the place meant. I’m not aware of the borders fluctuating in that area.

I only have this one census to go by as William dies before 1861.

There are so many William Davis / Davies and so many Marys too!

I am just trying to find the right William and Mary!

In 1841 William's age is given as 61 and Mary's as 51, both born in county, with son William age 18 and daughter Sarah age 14.
