Marriage Phelps & Watkins (Register Office) (Parish Records)

Hi again,
Just looked on Gloucestershire BMD and it shows my grandparents getting married in Lydbrook Baptist Church which agrees with the certificate. Maybe if there is no place of marriage they just entered 'register office'?
